The movie starts out very good. Dramatic scenes from the north of England, and great fx when the flood reaches London.
I get the feeling they used up the budget for fx at some point, as almost half the movie is people talking in phones or with each other inside offices. Which makes it boring. And slows it down.
The ending is awful, and we started laughing when the crdits were rolling. "Was that it?".
With less talking in phones, more money for dramatic scenes in the water, and a MUCH improved ending, this would have been a great disaster movie.
As it is now, it's only two stars.
