Definitely no where near as good as Finding Nemo, to me this movie just felt weird, it's not really a sequel more of a spin off, and it felt strange because the first film was about the strong bond of a father and his child, and it was so beautiful and emotional, and in the film it just doesn't do the same.
Marlin and Nemo have a little less screen time (obviously) which is why it feels strange because it was so much about them in the first. The animation is fantastic as always, the voice acting pretty great, although for obvious reasons you can kind of tell Nemo is someone else.
