I think the top-heavy message is what topples this film, mainly because those making the movie say their environmental message and feel that such is enough. The result is the use of a rather canned set of cartoon characters that never develop.
The makers could have taken the time and created a rather visually stunning film, pulling on Fantasia and other great art films to fashion an incredible world. Such did not occur, and the heavy feeling of eighties nostalgia that runs through this dampens the musical scores.
