The only explanation I can think of for this movie's popularity is that it is the confluence of many brand-name cultural ideas with deep street cred: drugs, Johnny Depp, Terry Gilliam, Hunter S. Thompson, anti-Vietnam sentiment, 60s rock and "counterculture.".
Because the film itself is garbage. It's supposed to be a comedy, but it is comprehensively devoid of laughs, a common theme for Gilliam, who seems to believe that, if nobody involved in the film takes it seriously, it will end up being funny. Depp doesn't really act, he just does an exaggerated impression of Thompson's mannerisms.
