The story of Grupo Afro-Reggae that was started in Vigario Geral, one of the most violent slums of Rio de Janeiro in the mid-90s. A true social movement, that uses culture as a vehicle and instrument for change and provides an alternative collective identity for the favela's youngsters to the drug armies.
An inspiring film about the power of individual agency and mobility. 'The Shiva Effect' is realised - Vigario Geral becomes a place of hope not a mere ghetto of destruction and chaos. If you loved 'City of God' it's a must-see - it's a 2-year real-life film documentary.
