"Fast Times at Ridgemont High" just wasn't fast enough. Even though it was an early template of the 80's high school movie, it lacks the comedic energy and character investment of later teen flicks.
But it's not hard to understand the film's cult appeal. The cast is a unique selection (although many of them were too old to convincingly pass for high school students), with the obvious standout being Sean Penn as a perpetually stoned surfer.
