Look, man. We're nine movies deep in this franchise and, somehow, they've managed to keep getting my lowly, apparently-crocodile-brained ass in the seat to watch. For me, I think it really all comes down to the set piece design, and with "Hobbs & Shaw" you're given nothing different.
This is a series of films that steers hard into the skid (forgive me) of ridiculousness, and when you have motorcycles flying through double decker buses, a flat-bed truck trying desperately to outrun a collapsing smokestack, and a helicopter playing tug-of-war with a series of roadsters fashioned with tow, you're holding up your end of the bargain.
No, this doesn't change the action movie game in any of the ways that really count. No, the character and narrative elements aren't at optimal levels of intrigue. But did this really have anything else riding on it other than being a solid, turn-your-brain-off time at the movie theater? Also no.
And in that, I'd say it's mostly a success.
