Manipulative, contrived, heavy-handed middle-class white male vigilante fantasy. Every single person William runs into is unlikeable, so that you don't feel bad rooting for him when he assaults them.
You're meant to sympathize with, even admire him to a degree, so of course he only attacks people that are asking for it. The only time he harms an innocent person (shooting a female officer), it's offscreen.
I liked some of the racial aspects of it, and it's an interesting concept that could've worked with a better script and direction.
