The movie is a morality play with the message that 80 lives are more valuable than 1, but it's tough to make decisions based on that logic. It's the inverse of the movie where the sacrifice of one hero saves the lives of many.

There are two other messages: 1, all politicians are frivilous, but British politicians create harm with their vacillation in the face of complext moral decisions; and 2, because the politiicians can't take responsibility for their decisions, the authorities pressure some lowly analyst to concoct lies to justify the politicians' decisions, in this case, a black sargeant very well played by Babou Ceesay.

This last point, the authorities pressuring of the analysts to lie, really spoke to me. Often it's how society makes terrible decisions, but in the movie it seems not to matter. But the viewer knows that if the situation gets looked into, the lowly sargeant is in for a world of 5th Amendment pain, like the IT guy who set up the email server at Hillary's house.
