Parts of this are really good but overall it is pretty forgettable fare.

There are 2 cool scenes, one where Arnold jumps out of a jet and at the end with the "rail-guns" firing, other than that this is an action movie that has alot of running around and not much action. Vanessa Williams looks good but really brings nothing to the table. James Caan is very good as the good guy/bad guy and is what more villains should be, believable.

Overall a decent action picture but pretty low down in the Arnold catalog.
