No it isn't as good as District 9 but name me a sci-fi movie of recent times that is? On its own terms it is a more than decent enough movie that has a really good cast, exhilarating action, looks great, like the score and though the themes of immigration and the rich ruling over the poor could have had more depth they still evoke a reaction and more thought than your average action/sci-fi movie.
