Fiction depicting a problem endemic to Brazil and much of Latin America -- political corruption at all levels. In contemporary comparative politics, Brazil has created its well-earned reputation, which perpetuates decade to decade.
While I learned this in grad school, It is nice to see a film demonstrating this internationally.
