Corruption and violence in Rio. The Elite Squad takes care of all that. One captain looks for a replacement as fatherhood is imminent and he wants to live to see his child grow so retirement is the only option but only if he finds the right man.
This leads to the Squad running a training course to find some new recruits. Some brutal violence and ludicrous corruption helps this movie trudge along but it lacks originality. Everyone knows how corrupt Brazil can be after watching Carandiru and City of God and it's injustices on it's people and how brutal they can be in return.
By the numbers action drama.
