Pacino and Depp are A-list actors with the skillset to prove themselves. The rest of the cast leaves something to be desired. Pacino's performance is very subdued which is the point of his character - he is beaten down and has all but given up.
Depp's title character is trying to cross a line while keeping one foot back on the other side, but by the end, it's hard to say where he's standing. The story has been done countless times before and better.
Goodfellas comes to mind as a predecessor, and The Departed more recently. There is very little in this movie that is new.
