This one's bordering on "so bad its hilarious". The action is ridiculous (moon buggy chase? really?), the one-liners are more groan-worthy than usual, and the acting is pretty bad all around.
The guy who really stood out was one of Blofeld's gay henchmen whose acting was on the same level as Troll 2. Diamonds Are Forever is at least better than OHMSS, but not by much.
