This is an underrated movie noir with some good performances by Denzel Washington and Don Cheadle. Consistent with the late 20th Century film noir, it is an indictment of public service corruption with corrupt policemen and dirty politicians. Caught in the fray is Washingtion, a war veteran, trying to realize his tiny share of the American dream in spite of a society and government that humiliates him for the sake of race; goodness of character is left unrewarded, unacknowledged, and rendered utterly meaningless.
It's about on par with Mulholland Falls.
