Dramatises, variably but always intriguingly, very topical (for 2000) American fears... If the overall impression is a film never entirely sure of itself - overly reliant on a hyped-up score, and with an ending that's perhaps too good to be true - "Deterrence" nonetheless raises intelligent doubts about America's position on the world stage, and it's one of those rare low-budget, one-set, ensemble-driven debuts likely to be of some historical interest in years to come.
