The sharks may be smart, but the movie is dumb as hell-and all the more fun for its campy special effects, ridiculous plot, and slaphappy performances. One of the most enjoyably bad movies out there, in no small part because it is so poorly assembled as to be strangely unpredictable.
No character is fleshed out, essential, or interesting enough to be a sure bet for survival, and every plot twist seems more about the material necessities of filmmaking-"we're running over budget, so let's make some random and unjustified changes"-than narrative necessity.
It keeps you interested if not emotionally involved, guessing at each development (because practically nothing makes much sense), and laughing throughout.
