Before you chastise me for my high rating, take this into account:
This movie is hilariously awful. The description says it all -- "Hit-and-run driving is a national sport in this futuristic sci-fi action comedy.".
Futuristic sci-fi action comedy? Fucking A, how many films can claim to be that, and to be terrible at the same time?
Hysterically awful in its budget, but there are lots of breasts, lots of gore, and ridiculous scenarios abound.
Underneath all of the low-budget, bad acting, and cheesy special effects, there sits a slightly misguided-but-interesting commentary on American society. Certainly, the filmmakers thought that American's praised violence and sex... and he took it to the extreme.
This movie is so bad, it's excellent.
