Ah, one of those 90s disaster films where the bad guy is the situation itself. Not terrible but not particularly good either. I only watched it because I like Stallone. So why did I wait 15 years? I don't know.
The actors are victims of cheesy writing. There's ot much more to say. It's like they always wanted to err on the side of caution when making it.
