I could see this being a really interesting investigative report story. Presented as a one hour special or perhaps an ongoing series you would definitely find this story of a homeless city beneath the streets compelling.

Unfortunately as the viewer we're given no context and no explanation and as a result you're left with just a rambling collective of their personal experiences. This isn't enough to sustain interest for the whole film.
