This is exactly the same movie as "Shoot to Kill (Deadly Pursuit)" of 1988.
But instead of climbing mountains some alcoholic policemen is detoxing themselves in an old nuthouse in the outskirts of nothing in midwinter. And they start dieing.
Apart from taking ideas from script from mentioned Shoot to kill it leans heavily on "the shining". But without any magic.
