Friedkin creates a palpable atmosphere of unease, Pacino's quite good (though he's really doing just a variation of his Serpico performance), and there's a dark, grimy look to the picture that suits the story well.
But, the episodic nature of the plot really hurts the film, and, frankly, the whole movie is kind of an uncomfortable experience.
