I love thrillers when done correctly and most thrillers don't seem to understand that you don't action to make the film intense. Sure there are a couple of action set pieces in the film but none of them seem central to the main conflict between Washington and Hackman.
Also this film understands the concept of rising tension leading to the big pay off at the end. All the performances are top notch and the film always feels claustrophic adding to the stressful situation these men are already dealing with.
