Yes, the movie makes it clear early on that this is supposed to be a love story that just happens to have ghosts, but the love story is so weak, and the ghosts are so non-threatening, that there isn't that much to offer.
The twist at the end isn't so much a shock as it is an expectation, and the chemistry amongst everyone involved is lacking. The production design and the costume design are magnificent, but sets and wardrobe do not a movie make.
