This is how good Goodfellas and Casino might have been if they'd had an interesting concept therein. Stallone is a porky sherrif in a little town where all the bent big city cops live. Because they're big city cops and he's a small town sherrif, they don't respect him.
De Niro is an internal affairs guy who tries to get Stallone on his side. But even a doughnut-filled Rocky/Rambo can only be pushed so far...
