It's not terrible, but it's nowhere near decent either. The problem I had with it was that I didn't think it succeeded in the areas that most films are good in: like story, acting and character development.
As far as the effects are concerned, the film is ok. The same can be said for the action scenes. I was never bored, but I looked at the film and thought to myself "this good have been a good film if it was tightened up a bit in these areas".
