I think one of the major issues this sequel has is dialogue. The first movie was more visual, and filled with violence...this one has the violence toned down and has more talking...the dialogue is dumb, and Arnold wouldn't get a little better at delivering lines for a few movies now (even in Terminator he doesn't talk too much).
The acting can be downright awful. The movie is silly and dumb, thats not to say that it isn't fun in its 80s cheesiness, but it certainly doesn't have the stronger and more serious tone of the much better first film.
It is a shame the series didn't get a third film, because it would've been nice to finish the series with Conan finally earning his own kingdom, as was hinted in the first film, and often brought up in this film.
Oh well, this is a fun diversion, but don't expect too much quality.
