It's chilling both because of how stupid these people are and how the movie really tries to convince us that when push comes to shove we'd do everything these people would do. I think in that respect it's only moderately successful, and often just absurd.
Where the movie does succeed big, it really succeeds big; "Compliance" is an appropriately sterile film, emotionless and cold to the point where every beat adds to the uncomfortable atmosphere.
Its gloom and thought-provocation is earned by the gray, the bleakness, and the deadly quiet being utilized in every frame. Oh, and the incredible score helps, too. In other words, its greatness (just barely, mind you) comes from the approach to the harrowing material rather than the overall effect with all the pieces in place.
