Clancy's books have always been far ahead of the big screen renditions of his movies (other than Hunt for Red October) and this is nothing more than a novel with a timely idea that was past its prime when it went into paperback, let alone a movie.
The whole Jack Ryan/ John Scott plot worked very well in the novels but despite the whole "techno-thriller" vocabulary this did not translate well into movies, perhaps the pro-American twist became a detriment for the rest of the world.
Unfortunately the John Scott plot line was neglected throughout most of the movies, a shame, as that was the most liberating character throughout the series.
