Abrupt predictable ending and political metaphors aside, this "kiddie" movie succeeds in painting (and costuming) a darkly funny bleak brown post-apocalyptic devolved subterranean society very well.
Poppy's our fave character, for her blissful indifference and ability to smile/eat/jump at the storms (blackouts).
