City By The Sea isn't really better than mediocre. There are some fine performances, but I didn't really identify with any of the characters. It was pretty easy to see where everything would end up, and there's nothing new for the genre. This is another in a line of mediocre movies that Robert De Niro signed on for in the '00 decade. He's good here, but not really trying as hard as he could.
There are a lot of sentimental moments that don't really come to a satisfying conclusion. Even the final scene seems sadder than it should. If you aren't careful, you may get caught in a lot of melancholy moments that probably weren't intentional, but are there nonetheless.
Overall, a pretty nondescript story with some well-meaning performances. Not a complete waste of time, but you've gotta be ready to give it some attention to really enjoy it.
