The Good Guy doll was scary enough without being alive. What's great about this movie is its use of suspense to scare the crap out of you. For most of the movie, a majority of what we see of Chucky is out of focus movement in the background or sounds off camera. It's great to use such small things to make you afraid of what's ABOUT to happen. The build-up is always the best. And Chucky has a frighteningly great maniacal cackle.
But I think that the beginning, when Charles Lee Ray transfers his soul into the doll was completely unrealistic... You can't just TAKE a doll out of its box. You need to have tools at hand like pliers, wire cutters, and a hacksaw preferably. No, but seriously. This movie was scary as hell and most horror movies today just don't do it like this anymore.
