It's very hard for an over-the-top musical to maintain it's happy go lucky tone while still maintaining a lot of dramatic weight. It's a balance that few writers and filmmakers can achieve but Chicago definitely maintains it's ground.
Furthermore, there's a point and a big picture ideal to Chicago's eccentric style. The filmmakers crafted an atmosphere that complements the story instead of merely for the sake of spectacle. You have to admit most musicals loses itself in its own gimmick.
But Chicago never loses sight of itself and that is very impressive.
