Really don't understand why this has such a bad rep. It's actually a pretty good horror. Has all the elements necessary for a few scares, and the atmosphere of the deserted 'city' is a great backdrop for a few tense jumpy moments.
Other then one REALLY annoying character, it is actually a good terror ride, and well worth a look. Suspend your disbelief for a bit, and immerse yourself in the bleakness of the deserted Chernobyl.
