Has heart to be sure but it just doesn't work the same way District 9 or even Elysium did. Chappie himself is endearin and I got a kick out of Die Antwoord being in a movie (I also liked hearing them in the soundtrack too).
Other than that I can see the points that were trying to be made here but it just wasn't articulated well enough.
