It's all about the cover-up and, in this case, it worked. Ted Kennedy does not come across Presidential or, for that matter, even mature. He was easily manipulated into concocting excuses for not trying to save Mary Jo and to save his political future.
It worked but he was never President. There are some scenes that really stretch believeability,i.e. Ted's scenes with his father, Joe Kennedy and his one scene with his then wife, Joan.
