See it purely for historical information. It also borders on hero worship too much rather than examine Cesar's normalcy being pushed to extraordinary. The danger of this kind of movie and the wishful thinking of we need another Chavez, when we need to see the potential in every individual while celebrating a man's accomplishments.
Has a good final moment where we find the value of legacy and our children, but otherwise it's a relatively static plot.
