For a B-movie, it's pretty decent. The special effects are not quite bad, and it talks about a solution to the superstorms that is actually quite logical, if you think about it. Still, a good B-movie remains a B-movie.
Low-quality camera work, boring characters and a cheesy script are common low-budget movie material.
