It's "Pirates of the Caribbean" without Keith Richards and a silly supernatural plotline. Tons of fun, if a little slow. It never drags, but it does take a long time getting where it needs to go, if that makes sense.
It's no surprise Errol Flynn was able to capitalize on this and make an entire career of action-packed swashbucklers. Olivia de Havilland is bubbly and beautiful in equal parts, and Basil Rathbone is awesome in a small but delightfully hammy part as a French pirate captain.
