As well as being a solid Marvel action flick, which I enjoy much more than DC movies, WS sets up an interesting political commentary. Special effects and goofy 'hydra' name aside, the power grabbing 'surveil and shoot' cabal is completely plausible. The original, patriotic Captain America could only have been set in WW2. Expecting the ultimate super patriot to bow down to today's rulers is cring inducing at best, and that is the set up for CA: WS and also CA: Civil War. How is Steve Rogers going to owe allegiance to people that are not worthy of that allegiance? Hydra is just a prop, a stand in, that represents a corrupt, warmongering big-brother that used to stand for freedom.
I also have a bit of a soft spot for Captain America - while he has super powers, he is not indestructible or bullet proof. He is an idealist swimming with the cynics. It makes sense that Civil War is Ironman vs CA.
