The filmmakers tried to cram a lot of "thoughtful" or "intelligent" concepts into a very standard horror film and that's where the movie failed.
Throughout the film there was a very precarious racial element that always seemed to be teetering between apology and exploitative Jazz Singer caricature mumbo-jumbo. I suppose the commentary could have been tasteful, but it never quite made a statement and it just feels weird to watch a movie about black slums made by a group of people who were probably mostly white.
Another phoneybaloney plot element that gets brought up and never fully developed is that of myth/religion/prophecy. The movie goes through huge strides to show you that MYTH AND PROPHECY ARE THEMES IN THIS FILM but it never goes to far as to actually say anything about them.
Candyman is clearly just a decent horror film with a second-rate director who wants to be Hitchcock or Adrian Lyne.
