Some films are somehow greater than the sum of their parts - some, like this, are unfortunately less. Given the talent in front of and behind the camera, one would expect more - but throw in every cop film cliché known to mankind to one plot and you don't get something fresh - you get a lukewarm re-hash that makes you wish the running time had been severely shorn and a rewrite or two applied to the screenplay.
