It's certainly relentless in its ridiculousness, with undeniable chemistry between grant and hepburn. it's interesting that it was not appreciated in its time, and that might be because the action is so over the top that the film is almost parodying a genre that hadn't even really been defined yet.
it's only in retrospect that we can look back and see that all the players nailed a style still in its nascence. that said, I empathize with the day's audience and much prefer comedy like 'the awful truth,' more rooted in character than situation.
