Paul Walker does his best with a lame script and some moderately interesting action sequences. The parkour (sp) stuff is cool but this PG-13 rating kills any chance at serious violence. The lame "We the people" feel-good ending is also weak sauce.
Don't bother with this and watch the Raid instead. It's much bloodier and better.
