Moore craftily asks questions and dunks the viewer into a vat filled with possible answers, all in a way that is justifiable, given the state of affairs that inspired this film. I thought he clearly illustrated how the use of fear is unquestionably an omni-present force in an American culture that seems to have been "helped" off of a cliff.
There's a reason many people despise Moore and his work. That reason is also why many people love his work. He dwells in the discomfort that many people live their lives trying to ignore each day.
