It's basically Dirty Harry UK. Another punk laughing at the Cops who can't prove he is killing them. It's got a good sound track. Other than that, it's a movie for people who don't think or demand any connection to the real world.
I can enjoy silly premises like BACK TO THE FUTURE as much as anybody. All I do is suspend a few things I know as impossible and go with it for a fantasy ride.
This flick though is set in the real world. None of it makes sense. Nothing about police procedures, or legal procedures or forensics makes any sense whatsoever. Every scene is nonsensical. If you can suspend all that you know all the time, then maybe you'll like it. It's not low budget.
