The mistake of the tyrell corporation seems to have been making robots that look and behaviour so human that.. Well it's hard to say that they are robots at all, and not genetically engineered humans.
Except that the powers that be have taken the (quite probable) step of using that as an excuse to give them no rights. The film does not really explore the subject more than that, instead presenting beautiful aesthetic futuristic images, so dust filled days, gigantic buildings, and speeches about beautiful scenes in the universe.
