Black Sheep is not meant to be a good horror movie. It's one of those movies that is absolutely absurd on purpose, which I love. The point is simple: it takes the zombie movie formula, but replaces the zombies with rabid carnivorous sheep.
If you get bitten by one of the sheep, you turn into one. It's sounds absolutely retarded on paper, but in reality it just makes you laugh. Also, the filming locations are stunning.
