Not bad, but not particularly memorable either. Whitey Bulger is a compelling character in his own rite, and Johnny Depp plays him as scary as possible. The problem is that mob movies that focus too much on the law enforcement side of things frequently come up short, and this movie was no exception.
The nuts-and-bolts of case-building get in the way of showing what's so urgent about bringing the criminal to justice, and the film suffers for it.
